Ark corrupt file download

When resuming, you have to give steam and ARK time to scan the files you already have downloaded, remove any corrupted ones and find the place needed to resume. This process often looks like you are downloading files again but really, you are just scanning the files already downloaded. Once it files the place to resume, your actual bandwidth would resume being used.

As for the folder taking 18GB, that's because the files you are downloading are compressed. Once downloaded, those files are decompressed and expanded to fill the full 18GB required by the game. It totally shouldnt, it will copy the 24gigs from the "common" folder to the "downloading" one and then compare them, download the missing files and copy them to the common folder.
